The present invention relates to a cosmetic composition with a silk protein hydrolysate for accelerating hair growth and is proven to actually accelerate hair growth. The hydrolysate is alkali or acid and is obtained by the steps of: hydrolyzing a silkworm cocoon by heating after adding hydrochloric acid to the cocoon; agitating an alkalized solution obtained by adding sodium hydroxide to the hydrolyzed solution obtained in the earlier step; neutralizing the alkalized solution by adding hydrochloric acid to the alkalized solution; and filtering the neutralized solution obtained in the earlier step.
