The present invention relates to a horizontal and vertical exciter having an improved structure in order to transfer a vibration of horizontal direction as well as the vibration of vertical direction to an object. The horizontal and vertical exciter according to the present invention comprises: a plate having a plane table shape; a first mover including an electromagnet; a magnet track moving the first mover in a straight line by forming an electromagnetic force between the first mover and arranging N polar and S polar alternately; a first linear motor combining with the plate in order to move the first mover to horizontal direction; a connecting block connected to the first mover by having a wheel to roll on the plate; a second mover including an electromagnet; a magnet track moving the second mover in a straight line by forming an electromagnetic force between the second mover and arranging N polar and S polar alternately; a second linear motor combining with the connection block in order to move the second mover to vertical direction; and a connecting block connected to the second mover and combining with the object.
