PROBLEM TO BE SOLVED: To provide an image block merging system and method.SOLUTION: The image block merging system comprises: a division module for dividing one largest coding unit of an image into a plurality of N×N blocks; a computation module for computing a pixel average value of the present N×N blocks according to a Z-shape sequence; and a merge module in which it is determined whether to perform a merging operation on the largest coding unit on the basis of the pixel average value of the present N×N blocks and when it is necessary to perform the merging operation on the largest coding unit, the merging operation is performed on the largest coding unit. The image block merging method is also provided.
