PROBLEM TO BE SOLVED: To provide an image encoding-decoding apparatus capable of reducing the calculation amount and the memory capacity in a prediction of moving image by scaling processing.SOLUTION: The image encoding device includes: first parameter calculation means that calculates a first parameter corresponding to an interval between an object picture and a first reference picture; second parameter calculation means that calculates a second parameter corresponding to an interval between the first reference picture and a second reference picture; third parameter calculation means that calculates a third parameter which is a value obtained by dividing the first parameter by the second parameter; weight coefficient determination means that determines two weight coefficients on the basis of the third parameter value; prediction pixel value generation means that calculates a prediction pixel value of an object picture by scaling first reference picture pixel value and the pixel value of the second reference picture with the two weight coefficients; and encoding means that encodes the object picture using the calculated prediction pixel value.
