The present invention relates to: an iridium (III) complex compound having organic ligand with a substituted phosphonate group; and an organic electroluminescent device using the iridium (III) complex compound as a dopant material of a luminescent layer for improving properties including luminance efficiency, driving voltage, lifetime, color purity, etc. The organic electroluminescent device of the present invention has remarkably improved luminance efficiency, driving voltage, lifetime, color purity, etc., thereby being effectively applied to a full colored display panel.
