PROBLEM TO BE SOLVED: To provide a shutter device capable of preventing an occurrence of dusts while operating with a compact structure, and to provide an image pickup apparatus. SOLUTION: A shutter device 100 includes: a buffer member 15 with through-holes 15b; and a cover 16 with a more abrasion-resistant material than the buffer member 15. The cover 16 is attached to a surface 15c of the buffer member 15 so that a shutter arm 2 does not contact with the buffer member 15, and transmits to the surface 15c an impact force generated when the shutter arm 2 contacts with the buffer member 15 to elastically deform the buffer member 15 around the through-holes 15b.
