PROBLEM TO BE SOLVED: To provide a substrate for forming a carbon nanostructure, enabling to produce the carbon nanostructure at 500°C or lower of low temperatures, and a method of manufacturing the same. SOLUTION: The substrate for forming the carbon nanostructure includes, on a base material surface, an Al alloy film containing at least one kind of element selected from the group comprising Fe, Co and Ni, wherein total amount of the elements contained in the Al alloy film is 0.10-20 atom%, and has, on an Al alloy film surface on an opposite side opposite to a base material side, a deposit containing at least one part of the elements, wherein an average particle size of the deposit is 5-100 nm.
