The present invention relates to an apparatus and a method for encoding a motion vector and, more specifically, to an apparatus and a method for encoding and decoding by predicting the motion vector of a current block. Disclosed are the apparatus and the method for encoding the motion vector of the current block, which selects one between an implicit mode and an explicit mode as a mode for encoding a prediction motion vector of the current block and which is based on the prediction motion vector determined according to the selected mode.
