The present invention relates to an apparatus for removing a non-biodegradable material including an ozone generator which generates ozone gas; and a reactor which allows raw water containing the non-biodegradable material to simultaneously react with activated carbon and the ozone gas supplied from the ozone generator, and to a method for removing the non-biodegradable material using the same. The activated carbon fulfills a role of an adsorbent and a catalyst so that the non-biodegradable material can be removed continuously and the removal efficiency can be maximized.
