<p><P>PROBLEM TO BE SOLVED: To reliably secure electrical energy of batteries necessary for emergency, in a battery control unit. <P>SOLUTION: When it is determined that effective capacities of the first to fourth emergency batteries 61 to 64 are insufficient due to deterioration of the batteries, a fifth battery 65 for normal operation is added to the first to fourth emergency batteries 61 to 64.
