PROBLEM TO BE SOLVED: To provide a pneumatic tire and a method of manufacturing the pneumatic tire, capable of improving the reducing effect of rolling resistance while holding current-carrying performance. SOLUTION: Tread rubber 10 includes a cap part 12 formed of nonconductive rubber, a base part 11 formed of the nonconductive rubber, and a conductive part 13 formed of conductive rubber. The base part 11 is intermittently formed along the tire width direction, and rubber for forming the cap part 12 is filled in a missing place 14 of the base part 11. The conductive part 13 includes a first conductive part 13a extending inside in the tire radial direction from a grounding surface and reaching an outer peripheral surface of the base part 11, and a second conductive part 13b reaching a side surface of the tread rubber 10 toward the tire width direction from the first conductive part 13a. The second conductive part 13b is spirally formed along the tire circumferential direction while arranging an interval in the tire width direction so as to extend by crossing with the base part 11.
