The pump (10) has multiple vanes provided in an outer peripheral portion of a rotor. A cam ring receives the rotor and the vanes to form multiple pump chambers. A control mechanism is arranged to be operated before an eccentric amount of the ring is minimal. The mechanism varies an opening area of a connecting channel when the output pressure is increased, and an opening area of an output channel (04). The output channel outputs hydraulic fluid in a control hydraulic chamber along a direction to vary the variation of an opening area of an introduction channel against opposite direction.
