The present invention relates to a coating agent composition comprising a graphite as a heating agent; sodium silicate as a fire-proofing agent; nonionic surfactant as a graphite disperant; isopropyl alcohol; and water. The coating agent according to the present invention can be used for manufacturing the heating device requiring various surface temperatures, and provide a heating device improving electrical stability and tear strength, and provide a heating device reducing the heat shrinkage.
