PURPOSE: A primer composition is provided to have excellent adhesion two hours after spreading a surface-treating agent and a primer, thereby improving workability and productivity. CONSTITUTION: A primer composition comprises 1-5 parts by weight of an organic acid and 1500-3500 parts by weight of a solvent per 100.0 parts by weight of a substrate. The substrate consists of 75-85 wt% of a polyurethane oligomer, 5-8 wt% of a functional polymer, and 10-17 wt% of a chloride ethylene vinyl acetate graft compound. The polyurethane oligomer includes 0.3-0.7 parts by weight of 1,6-hexanediol, 0.3-0.7 parts by weight of 1-methylamino-2,3-propanediol, and 0.5-1.5 parts by weight of an aliphatic isocyanate per 100.0 parts by weight of a polyurethane oligomer.
