<p>The present invention relates to a PO (pickling and oiling) steel sheet for a welding rod with excellent low temperature toughness and a method for manufacturing a FCW welding rod for an offshore plant application. According to the present invention, the pickling and oiling steel sheet for a welding rod comprises: 0.015~0.025 wt% of carbon (C), 0.02 wt% or less of silicon (Si), 0.15~0.25 wt% of manganese (Mn), 0.03 wt% or less of soluble aluminum (Sol. Ai), 0.004 wt% or less of nitrogen (N), 0.0015 wt% or less of boron (B), and the remainder Fe and unavoidable impurities, and average energy absorbed by the PO steel sheet is more than 140 J when tested by Charpy impact testing at temperatures ranging from -20 to -60°C.
