A downstream storage facility of the present invention comprises: a pretreatment means purifying the water overflown from a stream during an initial stage of rainfall; a combined sewer flowing in and storing the water overflow having undergone the pretreatment means by being reclaimed in a basement of both watersides of the downstream; a sewer enabling an exchange or storage of the water overflow stored in the combined sewer by being installed to cross the basement of the downstream and mutually connecting a pair of the combined sewers; and a main treatment means purifying the water overflow having undergone the pretreatment means following the initial stage of rainfall to discharge the water downstream.
