The present invention relates to a manufacturing method for a tire rubber with a steel cord in which a surface roughness is controlled. The manufacturing method for the tire rubber with a steel cord in which a surface roughness is controlled according to the present invention comprises: an S1 step of removing organic materials on the surface of a steel cord while passing through the steel cord through an alkaline solution of 50-100°C in a roll to roll method; an S2 step of forming a constant roughness on the steel cord with an acid solution of 15-65°C; an S3 step of removing moisture on the surface of the steel cord at a temperature of 55-105°C; and an S4 step of dipping the steel cord into a rubber composition for a tire. Accordingly, the present invention removes a region in which foreign materials are formed by being oxidized with the contaminated region of the steel cord and improves the physical binding force with the tire rubber by controlling the roughness of the surface.
