A method for manufacturing a porous layer member for forming a porous layer is provided with: a step for spray-drying a liquid mixture containing carbon and a water-repellent resin, and thereby obtaining a powder containing carbon and the water-repellent resin; a step for producing a paste containing the powder; and a step for extruding or rolling the paste and thereby obtaining a sheet-shaped porous layer member. This method forms a porous layer capable of suppressing a decrease in drainage performance and gas diffusivity in a fuel cell.
