The present invention relates to an agent for treating diabetes complications and a method for treating diabetes complications by using same, in which a Paulownia extract or a fraction thereof inhibits the generation of advanced glycation end-products, which are indicators of an outbreak of diabetes complications, and which can be useful as an agent for preventing or treating diabetic complications by having superior effects on preventing or treating diabetic ophthalmic diseases in animal diabetic model tests.
