The present invention provides a system which suppresses an increase in network facilities due to traffic increase and achieves mobility in traffic offload. A network system is provided with: a switch which is disposed between a first network (CN) and a second network (PDN); and an offload determination means which determines whether traffic to the first network is offloaded or not, and when the traffic is offloaded, performs setting of an offload path that bypasses the first network for the switch, and when the traffic is offloaded, the switch transfers a packet to be offloaded to the offload path.
