A control unit reduces the light amount only for a first slot that is one of a plurality of slots obtained by equally dividing a unit time, and increases the light amount for all of those remaining ones of the plurality of slots which are other than the first slot, thereby allocating information to the position of the first slot of the plurality of slots. The control unit is further configured to reduce the light amount for three or more second slots counted from the front of a preamble indicating the frame start position in a frame of a light communication signal and to increase the light amount for the slot immediately preceding the preamble.
