The soluble sheet is obtained by heating and kneading physically worked starch obtained by irradiating the gelatinized matter of starch with ultrasonic waves and alum as a freshness retaining agent in the presence of moisture and working the same into a prescribed thickness, and glycerin is blended into the soluble sheet as a softener.
