PROBLEM TO BE SOLVED: To provide a transparent conductive sheet with which occurrence of reflection of a pattern (externally visible pattern) is effectively prevented, and to provide a touch panel including the same.SOLUTION: A transparent conductive sheet is obtained by sequentially forming an adhesive layer, a high refractive index layer, a low refractive index layer, and a patterned transparent conductive layer on at least one surface of a transparent substrate. When the refractive index of the transparent substrate is represented by n0, and the refractive index of the adhesive layer is represented by n1, a relation of n0<n1 is satisfied. In addition, the thickness of the adhesive layer is 50-150 nm. When the refractive index of the high refractive index layer is represented by n2, the refractive index of the low refractive index layer is represented by n3, and the refractive index of the transparent conductive layer is represented by n4, a relation of n3<n0<n1<n2<n4 is optionally satisfied. |
