<p>PROBLEM TO BE SOLVED: To provide a system and method that, in a service of recording video and audio and device information by use of a wide-area network and a public line, reduces a load on the network, improves retrieval property of recorded data, and enables safer and more comfortable recording and browsing.SOLUTION: A video monitoring device distributes and stores data to a plurality of recording devices and also stores a redundant block with it, and thereby realizes a system with high tolerance against the theft and failure of the recording devices. Layering the recording devices and combining a recording device group that is expensive in a capacity unit price but enables high-speed reference, and a recording device group that is cheap in a capacity unit price but provides slow access achieves optimization of a communication data quantity and optimization of operation costs. In addition, it prevents increase in unnecessary communication charges due to erroneous detection by improving detection accuracy of a signal disregard vehicle especially at road monitoring, and further by improving detection accuracy of intrusion in an off limits area at monitoring of a construction site.</p> |
