Embodiments of the present invention relate to the communications field. Disclosed is a method, a device and a system for allocating a frequency resource section, used for increasing an access success rate of a user equipment, reducing an access delay and increase coverage of a base station. The method provided by the embodiments of the present invention comprises: determining whether a quality index of a first frequency resource section that is currently occupied by a PRACH channel meets a quality requirement; if the quality index does not meet the quality requirement, re-allocating a second frequency resource section to the PRACH channel; and sending the second frequency resource section to the user equipment, enabling the user equipment to implement random access on the second frequency resource section.
