The present invention relates to a flow rate distributing construction using a water collection tank and an orifice, a flow rate distributing method, and a nonpoint pollutant reducing facility including the same and, more specifically, to a flow rate distributing construction using a water collection tank and an orifice which comprises: the water collection tank which is formed on one side of an inlet of an existing water channel and collects initial rainwater flowing into the existing water channel from discharged rainwater; a water distribution channel which is supplied with the initial rainwater collected in the water collection tank and discharges the collected initial rainwater to a nonpoint pollutant reducing facility; and the orifice which is provided between the water collection tank and the water distribution channel and controls the flow rate of the initial water supplied to the water distribution channel.
