A voltage transformer (31) is provided to a control pilot line (4) on the output side of the output circuit (20), and a communication unit (30) transmits and receives communication signals via the voltage transformer (31). A voltage transformer (71) is provided to the control pilot line (4) on the input side of the input circuit (60), and a communication unit (70) transmits and receives the communication signals via the voltage transformer (71). A low-pass filter (73) is provided to the control pilot line (4) between the input circuit (60) and the voltage transformer (71).
