The present invention relates to a non-oriented electrical steel sheet and a manufacturing method thereof. The non-oriented electrical steel sheet comprises 2.5 to 3.5 wt% of Si; 0.5 to 3.5 wt% of Mn; 0.5 to 3.5 wt% of Cr; 0.8 wt% or less (excluding 0%) of Al; 0.02 wt% or less (excluding 0%) of P; 0.0008 to 0.003 wt% of Mg; and 0.025 wt% or less (excluding 0%) of Cu as main components. Also, at least one of 0.01 to 0.08 wt% of Sn and 0.005 to 0.05 wt% of Sb is added. It is satisfied that the percentage of Sn+Sb ranges from 0.01% to 0.1% and the percentage of Si+Al+Mn/2+Cr/2 ranges from 4.1% to 5.9%. A remaining part is composed of Fe and other unavoidable impurities.
