PROBLEM TO BE SOLVED: To appropriately route a packet among various kinds of networks, which is transmitted from a terminal unit which is permitted to perform access to a specified external network. SOLUTION: A network connection device 101 includes: an identification part 24 for identifying a terminal unit which is permitted to perform access to a specified external network among one or multiple terminal units in an internal network; an address assignment part 23 for assigning a specified private address among private addresses to perform access to the terminal units in the internal network to the terminal unit identified by the identification part 24; and a packet transmission/reception control part 21 for relaying to the specified external network, a packet, where a transmission source address is the specified private address and also a destination address is within a destination address range, among packets received from the terminal units in the internal network.
