A pollution monitoring light sensor of the present invention comprises an optical fiber block (130) to which optical fiber is fixed and an optical waveguide substrate in which an optical waveguide optically connected to the optical fiber is formed. The optical fiber includes incident-side optical fiber (131) to which light is incident and an emission-side optical fiber (132) to which light is emitted. The waveguide substrate includes an incident-side waveguide which guides the incident light from the incident-side optical fiber, an emission-side waveguide (112) which guides the reflected light, and a pollution measurement unit (115) formed on a surface in contact with water of the waveguide substrate. The pollution measurement unit is a part where the incident-side waveguide meets the emission-side waveguide.
