PROBLEM TO BE SOLVED: To provide a high-frequency coupler for an accelerator, giving a predetermined potential difference between an inner conductor and an outer conductor of a capacitor, preventing a multipactor phenomenon, and transmitting high frequency to an accelerator. SOLUTION: The capacitor 16 includes an inner-side conductor ring 21 connected to an inner conductor, an outer-side conductor ring 22 connected to an outer conductor, and an insulator 23 intervening between the inner-side conductor ring 21 and the outer-side conductor ring 22. The insulator 23 is formed in a cylindrical shape without having seams in a peripheral direction to prevent breakdown by forming a polyimide resin film. In the capacitor 16, the predetermined potential difference is continuously applied between the inner conductor and the outer conductor for preventing the multipactor phenomenon, then transmits high frequency to the accelerator.
