Disclosed are a method and an apparatus for determining a position using a weighted value. Provided is a position determination apparatus comprising: a database for storing wireless local area network radio wave environmental information by matching the wireless LAN radio wave environmental information with grid cells divided into respective cell IDs; a communication unit for receiving the terminal radio wave environmental information from a terminal; a deliver language confirmation unit for confirming whether the location classification information of the terminal corresponding the terminal radio wave environmental information is a deliver language using the database; a candidate layer classification unit for classifying candidate layer information corresponding to the terminal radio wave environmental information using the database when the location classification information is the deliver language and for calculating a first weighted value based on the signal strength information of the candidate layer information; a weighted value calculation unit for calculating a second weighted value based on the altitude information of the candidate layer information; and a position determination unit for determining layer information including the maximum weighted value as a position estimation value when the total weighted value for the layer information having the maximum weighted value is over the minimum value for the average of the minimum weighted values by classifying the layer information having the maximum weighted value among the candidate layer information based on the first and the second weighted value.
