Provided are a method and an apparatus for encoding and decoding an image based on constrained offset compensation and a loop filter. In a recording medium which records a program executed by a computer for decoding an image according to an embodiment of the present invention, the program comprises the steps of: receiving, from an encoder, a constrained offset compensation indicator indicating whether at least one among a sequence, a picture, a frame, a tile, a slice, a coding unit (CU), a prediction unit (PU), and a transform unit (TU) supports constrained offset compensation; receiving, from the encoder, a sample adaptive offset (SAO) compensation indicator indicating whether SAO compensation is performed; receiving an SAO parameter from the encoder; and performing the SAO compensation for pixels of a restored image based on the SAO compensation indicator and the SAO parameter.
