PURPOSE: A hand-over base station selection method for users located outskirts of a cell in a multi-cell environment and effective hand-over method thereof can allow a user located in outskirts of a cell to select an optimum hand-over base station in executing hand-over for continuous and better communication service. CONSTITUTION: One terminal of a plurality of terminals is selected (S110). Another terminal among the plurality of terminals extracts other base stations except a base station which will execute hand-over (S120). An amount of mutual information for the selected terminal and the extracted base stations are measured respectively (S130). The selected terminal selects a base station which will execute hand-over based on the measured mutual information (S140). The mutual information is measured based on a direct link between the extracted base stations and the selected terminal.
