PROBLEM TO BE SOLVED: To provide a touch screen panel and a portable electronic apparatus having the same which are capable of improving visibility of a display by scattering light reflected on a metal electrode pattern so that the light is not propagated to the outside of a cover layer.SOLUTION: A touch screen panel 100 includes: a cover layer 190 having an outer surface touched by touch means 197; a first scattering layer 150 formed on an inner surface of the cover layer 190 to scatter light passing through the cover layer 190; an electrode pattern 130 separated from the first scattering layer 150 and detecting change in capacitance at a touch point at which the touch means 197 touches the outer surface; and a second scattering layer 160 formed between the first scattering layer 150 and the electrode pattern 130 to scatter light.
