PROBLEM TO BE SOLVED: To provide an apparatus for manufacturing a wiper device, which can easily cope with displacement of a caulking position.SOLUTION: In an apparatus 50 for manufacturing a wiper device, a caulking device 71 serving as a caulking part can be turned to a predetermined position centering on a rotation center axis CP passing through the center of caulking of a fitting recess and a fitting protrusion 18c, which are parts to be caulked with connection shafts 17a and 17b of pivot holders 11a and 11b and cylindrical ends 18a and 18b of a pipe frame 18.
