PROBLEM TO BE SOLVED: To achieve dynamic group management with secured scalability.SOLUTION: A communication control device includes an extraction unit and an output unit. One or more communication devices belong to a first group, and one or more communication devices belong to a second group. The extraction unit extracts partial information including an element able to be processed by a communication device belonging to the second group, among medium key blocks including a plurality of elements. The output unit outputs a group ID to identify the first group, specific information and partial information to a communication device belonging to the second group identified by specific information corresponding to the partial information. |
