PROBLEM TO BE SOLVED: To achieve dynamic group management with secured scalability.SOLUTION: A communication control device includes an MKB (Media Key Block) generation unit, an extraction unit, and an output unit. The MKB generation unit generates a media key block that can derive a group key of a group after update, based on the device key of a communication device belonging to a group after the update. The extraction unit extracts partial information representing a part processable by the device key of the communication device of a device ID identified by specific information among the media key blocks, on the basis of the specific information to identify one or more device IDs among a plurality of device IDs to identify each of the plurality of communication devices. The output unit outputs the group ID after the update, the specific information and the partial information, to a plurality of communication devices that includes all communication devices identified by the device IDs included in the group information after the update, and one or more communication devices identified by the device IDs not included in the group information after the update. |
