PROBLEM TO BE SOLVED: To easily provide a foamy hair cosmetic without needing a propellant.SOLUTION: An implement generating a foamy hair cosmetic from a liquid mixed agent obtained by mixing a plurality of agents includes: a container capable of receiving the plurality of agents; and a foaming tool capable of reciprocating along the central axis of the container inside the container. The foaming tool includes: a first face part formed with through holes, and configuring a face directed to a direction along the central axis in a state that the foaming tool is positioned inside the container; and a second face part configuring a face which rises from the first face part toward a direction to put out the foaming tool from inside the container in the state that the foaming tool is positioned inside the container, and surrounds the first face part.
