PROBLEM TO BE SOLVED: To provide a portable terminal control system that limits the use of a mobile terminal inside a vehicle, capable of appropriately controlling the limitation of using a mobile terminal inside the vehicle even when the vehicle is temporarily stopped.SOLUTION: A mobile terminal control system includes: a vehicle existence area determination part for determining whether a vehicle is on a road or not on the basis of a GPS signal received; a speed detector for detecting vehicle move/stop state; a hazard lamp detector for detecting on/off state of a hazard lamp of the vehicle; and a control part for controlling the use of the mobile terminal on the basis of the vehicle move/stop state, the vehicle existence area, and on/off state of the hazard lamp.
