PROBLEM TO BE SOLVED: To provide a touch panel easy to view and ensuring a reliable operation used for various electronic apparatuses and an input device using the same.SOLUTION: The provide a touch panel includes: an upper conductive layer 3 located at the upper face side; and a lower conductive layer 4 opposing to the upper conductive layer 3 including a predetermined gap therebetween. A polarizing plate 9 formed under the lower surface of the lower board 2 reduces the light reflected by the lower surface of the lower board 2 as well as the reflected light reflected by the lower surface of the polarizing plate 9 which is the interface with the air. When a liquid crystal display 21 located beneath the touch panel is turned OFF, a translucent part 6B of the cover board 6 is prevented from being seen whity. The touch panel which is easy to view and reliable to operate is achieved.
