PROBLEM TO BE SOLVED: To provide a holding seal material restricting a dispersion of fiber at the time of assembling an exhaust gas purification device and capable of attaining a stable catalyst carrier holding power by a method for loading at least a part of the fiber surface not covered with organic binder.SOLUTION: A holding seal material of inorganic fiber is manufactured by the steps of: contacting inorganic binding agent containing inorganic particles and water with a mat made of inorganic fiber; dying the mat; contacting it with organic binder agent; and drying the mat. The mat contains organic binder agent, and the organic binder agent is adhered to the inorganic fiber surface under a pattern of plurality of island shapes.
