<p>PROBLEM TO BE SOLVED: To enable operation for starting charging and performing distribution control on the basis of action results from a network side, in a network utilizing multicast distribution.SOLUTION: In an edge router, a GQ is periodically transmitted to a user terminal, and on receipt of a Report signal that is a response to the GQ from the user terminal, an authentication request for inquiring whether or not multicast distribution is possible to the user terminal is inquired to a charging contract management server. In the charging contract management server, the authentication request received from the edge router is authenticated, and an authentication result is transmitted to the edge router. In the case that the authentication is successful, charging is started to the user terminal corresponding to the authentication request. In the edge router, in the case that the authentication of the user terminal from the charging contract management server is successful, multicast distribution is performed to the user terminal that is a transmission source of the Report signal.</p> |
