<p>PROBLEM TO BE SOLVED: To provide an image encoding and decoding device capable of skipping transmission of a field weighing coefficient.SOLUTION: The image encoding and decoding device includes an image encoding device and an image decoding device. The image encoding device includes: a motion compensation section MC that, when frame encoding a block constituting a picture, generates a prediction image using a pixel value and a frame weighting coefficient of a reference frame, and when field encoding the block, generates a prediction image using a pixel value and a field weighing coefficient of a reference field; and a variable-length encoding section VLC that, when a picture is constituted of a frame and when adaptively switching between the frame encoding and the field encoding for each block constituting a picture, a frame weighting coefficient is encoded. When the picture is constituted of a frame and when adaptively switching between the frame encoding and the field encoding for each block constituting the picture, the field weighing coefficient is generated from a frame weighting coefficient.</p> |
