PROBLEM TO BE SOLVED: To provide an organic EL light-emitting device in which an organic EL element is hardly deteriorated, and a method of manufacturing the same.SOLUTION: An organic EL light-emitting device 1 of the present invention includes: a light-emitting panel 2 in which a plurality of organic electroluminescent elements 5 each having an organic layer 53 and electrode terminals 521 and 541 are arranged in parallel in a tile shape on a base material 21 and which has connection parts 6 where the electrode terminals 521 and 541 of the respective organic electroluminescent elements 5 are electrically connected; and a sealing member 3 which seals regions including a light-emitting region 22 comprising a plurality of organic layers 53 and an interlayer region 23 sandwiched between two adjacent organic layers 53, in the light-emitting panel 2.
