PROBLEM TO BE SOLVED: To transmit information capable of continuing navigation even if a communication infrastructure is not usable by transmitting navigation information before the communication infrastructure becomes unusable in the case of disasters.SOLUTION: An information processing device which is connectable to a map information management device having map information and search means for searching a mobile route from the map information and a portable mobile terminal capable of acquiring positional information is configured to receive a navigation start point from the portable mobile terminal and transmit the received navigation start point and the previously registered navigation destination point to the map information management device. The information processing device receives mobile route information from the navigation start point to the navigation destination point sent back from the map information management device, and transmits the mobile route information collectively to the portable mobile terminal.
