The inner tubular electrode is placed within the outer tubular electrode, where the outer tubular electrode is made of a porous ceramic material, and the inner electrode is made of a porous or a non-porous ceramic material. A filling body (2a) is filled in a space between the outer and inner tubular electrodes. An independent claim is also included for a method for generating gases in the electrolyte and for generating electrolyte from gases.
