PROBLEM TO BE SOLVED: To provide a technology for reducing a code amount of a quantization parameter and improving the encoding efficiency.SOLUTION: A dynamic image decoding device decodes a bit stream obtained by dividing a first block obtained by dividing each picture of a dynamic image by a predetermined size, into one or more second blocks, and encoding a dynamic image. In the dynamic image decoding device, a decoding part 202 decodes the bit stream to extract a differential quantization parameter of the second block. A prediction quantization parameter deriving part 205 derives a prediction quantization parameter of the second block by using quantization parameters of a third block close to the left of the second block and a fourth block close to the upper side of the second block. A quantization parameter generator 203 generates a quantization parameter of the second block by adding the differential quantization parameter and the prediction quantization parameter of the second block.
