The present invention provides: a retardation plate which enables a circularly polarizing plate that comprises the retardation plate to have low reflectance both in the front face direction and in an oblique direction, while being suppressed in interference irregularity, retardation unevenness and bright dot defects; a circularly polarizing plate which comprises the retardation plate; and an organic EL display device. A retardation plate of the present invention is provided with a transparent supporting body and a laminated optically anisotropic layer. The laminated optically anisotropic layer comprises a first optically anisotropic layer (H) which is formed from a composition that contains a discotic liquid crystal compound represented by general formula (I) and a second optically anisotropic layer (Q) which is formed from a composition that contains a calamitic liquid crystal compound. The retardation value in the thickness direction of the transparent supporting body at 550 nm is 20-70 nm; and Re(450), Re(550) and Re(650) that are the retardation values of the laminated optically anisotropic layer respectively measured at wavelengths of 450 nm, 550 nm and 650 nm satisfy a specific relation.
