This wireless-resource setting method sets wireless resources that a pico base station (100) and a macro base station (200) can use for wireless communication with terminals (300) in a situation in which there is a first communication area managed by the pico base station (100) and a second communication area that encompasses at least part of the first communication area and is managed by the macro base station (200). Said wireless-resource setting method has the following steps: a step in which a criterion for determining whether or not to set wireless resources to restrict from use by the macro base station (200) is calculated; a step in which the fraction of wireless resources to restrict from use by the macro base station (200) is calculated; and a wireless-resource setting step in which the aforementioned criterion and the fraction of wireless resources to restrict from use are used to set the wireless resources to restrict from use by the macro base station (200).
